It does not replace C3, CoreINTEL, Sentinel or SACG. It takes sufficiently supported digital work and prepares the engineering artefacts, interfaces, evidence and test pathway needed before real-world implementation.

Authority boundary: AI and software may analyse, simulate, organise evidence and prepare controlled plans. Direct physical actuation remains OFF unless a separately commissioned local system with authorised human control explicitly provides it. AI prepares; humans decide.
